Institutional Review Board (IRB)

Morehead State University's Institutional Review Board (IRB) is a federally-mandated committee made up of faculty, staff and persons unaffiliated with the University charged with ensuring that the institution complies with federal policies safeguarding humans as subjects in research.

Revision Date: Advisory Committee mandated by the National Research Act of 1974. Last revision November 17, 2022.

Membership

  • IRB terms are three-year terms
  • Chairs of the IRB are elected by the members to serve 1-year terms
  • There are no term limits
  • Members are required to maintain current CITI certification

NOTE: All researchers/investigators who submit a research protocol to the IRB must successfully complete the required IRB CITI Training course (www.citiprogram.org) and provide documentation. To learn more about this required course, please visit the CITI Training page.

A CITI course completion report showing scores must be submitted with the protocol application. Protocol applications submitted without the attached certification will not be reviewed.

Any faculty, staff, or student proposing to involve human subjects in research is required to have a protocol reviewed and approved by the MSU Institutional Review Board (IRB) for the Protection of Human Subjects in Research prior to conducting the research. In addition, researchers/investigators are strongly encouraged to discuss their protocol application with a member of the committee, which should facilitate timely protocol preparation and review. If you are a new investigator and need assistance in preparing your protocol, please contact Janet Cline, at jl.cline@moreheadstate.edu.

The IRB reviews three types of protocols: exempt, expedited, and convened review protocols. For guidance on which type of protocol to submit, please contact Janet Cline, jl.cline@moreheadstate.edu, or any member of the IRB.

IMPORTANT: The IRB accepts requests for exemption at any time and reviews the protocols promptly upon receipt. Protocols that qualify as expedited can also be submitted at any time and are reviewed upon receipt.

IRB PROTOCOL DUE DATES FOR THE 2023-24 ACADEMIC YEAR

  • Aug. 7, 2023 - Convened Review (Exempt and Expedited accepted at any time). Protocols received after Aug. 7 will be reviewed at the September meeting.
  • Sept. 5, 2023 - Convened Review (Exempt and Expedited accepted at any time). Protocols received after Sept. 5 will be reviewed at the October meeting.
  • Oct. 2, 2023 - Convened Review (Exempt and Expedited accepted at any time). Protocols received after Oct. 2 will be reviewed at the November meeting.
  • Nov. 6, 2023 - Convened Review (Exempt and Expedited accepted at any time). Protocols received after Nov. 6 will be reviewed at the December meeting.
  • Dec. 4, 2023 - Convened Review (Exempt and Expedited accepted at any time). Protocols received after Dec. 4 will be reviewed at the January meeting.
  • Jan. 8, 2024 - Convened Review (Exempt and Expedited accepted at any time). Protocols received after Jan. 8 will be reviewed at the February meeting.
  • Feb. 5, 2024 - Convened Review (Exempt and Expedited accepted at any time). Protocols received after Feb. 5 will be reviewed at the March meeting.
  • March 4, 2024 - Convened Review (Exempt and Expedited accepted at any time). Protocols received after March 4 will be reviewed at the April meeting.
  • April 1, 2024 - Convened Review (Exempt and Expedited accepted at any time). Protocols received after April 1 will be reviewed at the May meeting.
  • May 6, 2024 - Convened Review (Exempt and Expedited accepted at any time). Protocols received after May 6 will be reviewed at the August meeting.

Researchers/investigators submitting a protocol requiring convened review can expect a review response from the IRB within four (4) weeks from the date of the protocol submission. Protocols that involve special populations (e.g., prisoners) or require general counsel review may require a more lengthy review. Additionally, the review process will be delayed if protocols are incomplete or include elements not clearly in compliance with federal regulations.
